About Us

Hope Cooperative is a nonprofit serving Sacramento and Yolo County that moves people from a life of instability by providing permanent supportive housing, mental health services, substance-use rehabilitation, and life skills.


Hope Cooperative (aka TLCS) is a non-profit psychosocial rehabilitation agency that moves people from a life of instability to connection and self-sufficiency through a combination of permanent supportive housing, mental health services, substance use rehabilitation, and life skills in Sacramento and Yolo County. We believe that Hope changes lives and that the potential for life change is always possible. For more than 40 years we have operated as a client-driven organization, dedicated to providing whole person care using a person- centered approach for those who are homeless, living with mental health challenges and/or co-occurring substance use disorders.

Annually, we provide housing and vital services for more than 10,000 individuals. Our more than 350 dedicated employees, work to build stronger communities by offering culturally sensitive services that support people on their path to self-sufficiency. We are proud of the fact that many of our staff identify as persons with lived expertise and use their experience to walk beside our clients on their recovery journey. While many of our clients enter our services while experiencing homelessness, often isolated from natural supports; most gain access to housing, supports, and community connections leading to a level of self-sufficiency. Our agency provides a continuum of supports and services to meet the immediate and long term needs of the people we serve.

Hope Cooperative owns and/or operates a variety of housing properties serving more than 500 individuals and families throughout Sacramento and Yolo Counites. Hope has created a range of housing options including: interim, transitional and permanent supportive housing to assist in breaking the cycle of homelessness. Hope Cooperative provides a full array of supportive programs that provide services to individuals and their families who have a mental health challenge, a co-occurring substance use disorder or other challenges that prevent them from reaching their goals or affecting their quality of life. Our programs and services offer a continuum of support including homeless outreach, crisis respite services, intensive case management, housing assistance, medication management, therapeutic services, supportive housing, sober living, wellness centers, life skills, and supported employment. In 1981 three community health activists joined forces to pursue a common goal: Provide outreach, housing, and advocacy with supports and services for those living on the street with mental health challenges. They brought the first HUD vouchers to the Sacramento region and their vision has been guiding the agency over the last four decades.


A core value of Hope Cooperative is to work in collaboration with our clients, government agencies, non-profit partners and the larger community in order to meet our mission. We appreciate the community recognition of our efforts including: The 2020 J Vance Stewart Community Service Award from the Downtown Partnership, the 2019 Bank of America’s “Neighborhood Builder” and the 2015 Sacramento Housing Alliance Social Justice award.
